Picture Datatype for SVG file format

This is not a vector graphic datatype!
SVG file is loaded and rasterised into a bitmap.
No saving features.

To install datatype:

1. copy SVG to SYS:Devs/Datatypes/
2. copy svg.dataype to SYS:Classes/Datatypes/
3. Reboot AROS to take new datatype into account
