32-bit Windows OS.
In order to install them you need to extract it into cygwin's /usr using cygwin
tools. If you use usual Windows archives (like 7-zip) part of files will go to
wrong places, since cygwin directory structure relies on cygwin internal mount
points and is not 1:1 mapping of Windows directory structure.
